About Us

The Wisconsin Council of Administrators of Special Services (WCASS) is the professional association for those employed in Wisconsin school districts and other educational institutions who serve as Special Education or Pupil Services Administrators.

WCASS also offers membership to professional educators in a special education/pupil services leadership role, retirees, and students. Law firms and individual attorneys who work with school districts in the area of special education interests, as well as individuals from businesses that provide goods and services to educational institutions in Wisconsin, are also valued members. WCASS invites you to learn more about our mission and history, WCASS's organizational structure, and our staff.

Who We Are

The Wisconsin Council of Administrators of Special Services, Ltd. (WCASS) is a professional organization comprised of over 350 members who administer and support special education programs throughout the state of Wisconsin. The organization was founded in 1994 by a group of special education administrators (formerly known as Wisconsin Council of Administrators of Special Education) and pupil services administrators (formerly known as Wisconsin Council of Administrators of Pupil Services), coming together to share resources and information to better serve students in Wisconsin. The new organization chose the title that merged our two names.

WCASS formally joined the School Administrators Alliance (SAA) in 1994. This is a lobbying organization comprised of the Wisconsin Association of School District Administrators (WASDA), the Association of Wisconsin School Administrators (AWSA) and the Wisconsin Association of School Business Officials (WASBO).

Since 1999, we have had a part time executive director/lobbyist. Under the guidance of the executive director, office staff provide assistance to members to plan and execute a variety of professional development activities, governmental relations efforts, and communications.

Through proactive leadership, the Wisconsin Council of Administrators of Special Services is committed to providing training and technical assistance, facilitating communication among stakeholders, and shaping educational policies and practices in order to promote superior support services for students with special needs.
